Good news: Two out of three cap-and-trade auction revenue bills we supported were signed by California Governor Brown:
- AB 1532 by Assemblymember John A. Pérez (D- Los Angeles) – California Global Warming Solutions Act of 2006: Greenhouse Gas Reduction Fund.
- SB 535 by Senator Kevin De León (D-Los Angeles) – California Global Warming Solutions Act of 2006: Greenhouse Gas Reduction Fund.
Assembly Bill 1532 and Senate Bill 535 will use revenue from California’s much-anticipated cap-and-trade program to invest in projects for energy efficiency and sustainable transportation and housing infrastructure for disadvantaged communities. Such projects will reduce greenhouse gas emissions and maximize economic, environmental, and public health benefits. The Coalition for Clean Air was a lead co-sponsor of SB 535 for the past several years; back in 2008, Global Green conceived the concept of creating a revenue stream for disadvantaged communities in AB 32 (Section 38565) and we asked Senator (then-Assemblymember) Kevin DeLeón to introduce the first version of this legislation.
The third bill we supported was vetoed by the Governor: AB 1186 by Assemblymember Nancy Skinner (D-Berkeley) – School Energy Efficiency and Greenhouse Gas Reduction Act: grants.
